The end of the cold war has widened the concept of security even though there are still some remnants of realism left. The question is how the 21 st century foreign policy will be shaped. This article focuses on Turkey and the formulation of its future policy. One of the most important issues discussed is energy and pipeline security. Another topic is the war against terrorism and the partnership for peace programs.

In this study, it has been focused on the interrogative sentences in Old Turkish texts and has been researched the ways of question formation. There are also different meanings and functions of question sentences outside to ask which it's basic function. This gives clues about the development of the language too.

    Kırım Tatar Türklerinde Basın-Yayın Faaliyetleri / The Press Activities of Crimean Tatar Türks

The subject of the article consists of the Press activities of Crimean Türk-Tatars from 1853 to our days both in Crime and out of the Crime. The subject has been investigated under the headings as the Crimean Türk-Tatar Press at the Tsarist Russian Period, the period 1917 October Revolution and after the Revolution, 1944 Deportation period, the Press activities during they lived in the Central Asia and the from their return to Crime to now.

    Kırgız Türkçesinin İçkilik Ağzı / Ichkilik dialect of Kyrghyz Turkish

In the Kyrghyz dialectal area, the phonological, morphological and lexical features of Ichkilik dialect, as compared to other Kyrghyz dialects, show the more differences with the Standard Kırghyz Turkish. In the article, it has been investigated the dialectal features of Ichkilik dialect based on the informants from the Tölös and Tejit tribes and has been tried to be determined its position in the Kyrghyz dialectal area. Also, it has been noted that those differences are the results of the contact-induced influence of Uzbek Turkish on Ichkilik dialect.

    Hukuksal Açıdan Türk Dış Politikası Karar Verme Süreci / From Legal Perspective, Decision – making Process of Turkish Foreign Policy

The 1982 Constitution has viewed Presidency, Prime Ministry and Council of Ministers as authorized state organs in determining the Turkish foreign policy principles. In addition to them, within the framework of laws, some other state departments, such as Ministry of Foreign Affairs, General Staff and National Security Council, have played active roles in the decision-making mechanism. With this legal structure, 1982 Constitution has appropriated to Graham Allison's Bureaucratic Model. But the legal understanding has prevented Turkey from making some predictions about possible developments that may emerge in the coming future. Thus Turkey looses its initiative in shaping the political directions of the new development.

    ABD ve Avrupa Birliği Bağlamında, Türk Dış Politikasının Yönü ve Niteliği / In the Context of USA and European Union, Orientation and Status of Turkish Foreign Policy

There are many factors, which lead the Turkish nation to be displeased with the West in foreign policy issues. Together with the fact that Turkey's centrist parties are not able to meet the expectations and needs of the Turkish nation, this factor might bring about changes in the structure of Turkish elite, who determine foreign policies, and in the traditional foreign policy orientation of Turkey. Internal control mechanisms and the US call to the world countries to determine their positions vis-à-vis the world blocs in the aftermath of the incidents on 11 September 2001 prevent such a likelihood for the moment. However, it is clear that only the strategic partnership with the USA or only the close alliance with the West will not be sufficient to protect Turkey's interests in an atmosphere, in which the structure of the international system has not been finalised and in which uncertainty is dominant. Such attitudes as giving the impression that Turkey will support the West in all issues at all costs, directing all foreign policy initiatives to increasing Turkey's importance in the eyes of the West and putting all trust in the Western countries and organisations or severing all ties with the West with a challenging attitude will not bring positive results for Turkish interests. The things, which should be done, are to benefit also from the other alternatives outside the West, to pursue multi-directional policies by being aware of the differences between the USA and Europe, to base the actions on rational evaluations instead of prejudices, and to determine long-term strategic viewpoints and policies taking all related factors into consideration instead of formulating only daily policies.

    Filistin Meselesi Gölgesinde Türkiye-İsrail İlişkileri / Turkey - Israeli Relations under the shadow of the Palestine Question

Even though Turkey was the first Muslim country to recognize Israel and has continued its diplomatic relations at a low level, its decision to upgrade contacts with Israel accelerated after Israel tried to establish friendly interactions with its Arab neighbors and endeavored to solve the Palestine Question. Therefore, this article will analyze Turkish-Israeli relations from its early days until the beginning of the twenty first century and will try to understand the roots of the common interests between the two countries. This study's main argument will be: it is not possible to deepen Turkish-Israeli relations unless a solution to the Palestine Question is found that is acceptable to the overwhelming majority of the Palestinian people and unless clashes between the Israelis and the Palestinians cease
