In this study, the logic of the new system, globalism, which was formed with the speed of the new technological developments, which has spread all over the world widely after 1970s, is examined. The new meaning that classical modernization and civil society has gained during the process of globalisation has been studied. This study indicates the model that is in favour of the society in a protective way, considering the cultural and political structure of the national state, which is threatened by capitalism. It also indicates the relationship of nation-state, civil society, policy and modernization to the ground formed by the four dimensions of globalism (nature, market, global administration, information/popular culture). It considers the turning point of policy and culture in the historical progress during the period of modernization. In the process of modernization, the transformation of culture and policy is studies in a historical context. The destructive effects of globalizationare examined to form concept models. The circumstances, in which new policies and civil movements are formed, are questioned.

The past of the student movements is as old as the training and education institutions. We can search the basis of the student movements for and against the political system, going back to the Ottoman state. The movements increased with the effect of Marxist and Leninist organizations between 1960-1971. The youth groups gathering around the political parties such as TİP, MHP and the organization like DEV-GENÇ increased as social pressure elements.

    Televizyon İzleme Motivasyonları: Türk Televizyon İzleyicileri  Üzerine Bir Kullanımlar ve Doyumlar Araştırması / Television Viewing Motivations: A Uses and Gratifications Study on Turkish Television Audience

To communicate better and to get the desired effect for a message, media must know or, at least, ought to hold some image of their audiences. Broadcasters must know who are the audiences of their messages and why the audiences will watch or listen them. This research applies the theoretic concepts of the uses and gratifications approach in a non-Western culture, Turkey. Face-to-face interviews were conducted on a sample of 711 persons in Konya. The study reveals that the motivations the Turks gave for watching television were: entertainment-relaxation-habit (18.32 %), moral support (6.71 %), information ( 5.94 %), companionship (5.89 %), economic information (5.83 %) and escape (4.75 %). The study also finds that more than half of the Turkish audiences know what will be on television by surfing the channels and only a small part of them always schedule their leisure time based on what will be showing on television and the average Turkish audiences watches approximately 4 hours of TV each day.

Prof. Dr. Salican Cigitov is one of the most important intellectuals of Kyrghystan. This interview has been made in October 25, 1999 in Bishkek, in a period in which the ceremonies for the 10th anniversary of the Kyrghyz Turkish becoming the state language have caused great debates among the intellectuals, politicians and the society on the government's language policies.

    Konya Karatay İlçesi İlköğretim Öğrencileri Örneğinde Kısa Dönem Uzlaşma Denemesi /Short-term Accommodation Test in the Example of Konya Karatay Province Primary School Students

This paper is aimed to provide some answers to the following questions by the results of the interviews with 20 local Konya dialect speaking informants living in Karatay, Konya: What is short-term accommodation? What are the roles of social class, age and gender in accommodation? The study based on accommodation theory (Giles 1973a, 1973b, 1979) and the theoretical framework that Trudgill (1986) used for explaining regional dialect acquisition, which has shown that individuals' speech will become more alike (converge) when speakers want to gain one another's (a conversational partner who speaks a different dialect) approval and that the speech features in question are indicative of social status, are dealt to answer these questions. The dialect speakers will also diverge or maintain speech features when they wish to dissociate socially or maintain a separate identity.

In the context of globalized terrorism as a challenge to international peace, the issue of international security is taking its shape. September 11 has a determining place in the reorganization of the issue of international threat and security. This study aims at discussing the effects of the developments in the post-September 11 era on Turkey that is one of the main actors in emerging international system. In doing so, it is shown what are Turkey's possible opportunities, threats and risks that set the limits to its action area in international system.

    11 Eylül Sonrası Büyük Devletler Arasında Artan İşbirliği / Growing Cooperation among the Great Powers after September 11

The September 11 attacks led to radical changes in the regional politics of Eurasia. China, Central Asian states, Russia and Iran condemned the terrorist attacks and supported the America – led operation against Taliban regime. In the course of the operation, they made serious attempts to improve their relations with the Western countries and international financial institutions. As a result of cooperative policies, relations between Russia and USA, Russia and NATO, Russia and European Union and Central Asian states – Western countries have been developed. Despite the fact that within a very short time a very positive atmosphere emerged, there is still a differences among the great powers.

    Rusya ve Avrupa Birliği İlişkilerinde Yeni Dönem / The New Period in Russia and European Union Relations

Strategic and economic relations between Russian Federation and the European Union have been explored. Comparing economic development of the European Union with that of Russia, the former is developed; the latter is not. Despite the fact that in economic terms Russia is weak, the relations with it is so important for members of the EU with regard to its interests in the fields of commerce, energy and economy as well as stability and security in the continent. For that reason the Union signed Partnership and Cooperation Agreement with Russia in 1994. The European Bank for Reconstruction and Development provided finance to nearly 104 projects amounted to ECU3 billion. Tacis program, which granted technical assistance amounted to ECU2.2 billion, has focused on the following subjects: institutional, legal and administrative reforms; private sector and economic development; consequences of changes in society; infrastructure networks; environmental protection; rural economy and nuclear safety. Other programs, such as EU Food Aid Program and European Initiative for Democracy and Human Rights, have also established contacts with Russia. The bilateral trade relations, the EU's energy policy and the future projects of the EU have been evaluated.

    Türk - Rus Kültürel Etkileşiminin Tarihi Gelişimi ve Bu Günkü Durumu / The Historical Development of Turkish-Russian Cultural Interaction and Its Recent Situation

Given in a historical perspective the Turkish-Russian cultural interaction, which is studied in this article, takes the race and ethnicity models which are stated by some sociologists in order to form some synthesis. According to some of the models in the hand, the characteristics of the Turkish-Russian interaction is given in a selected example of space-time frame, that is Idil-Ural area, 16th and 19th centuries. In this area, the race relations are examined on the dominant-subject basis. On the other hand, the Turkish-Russian racial relations are dealt with the images and symbols, which were formed in the Turkish side, in the Ottoman era. The continuity of these images and the overlap of these images with the exported threatening images from the outer world after the collapse of the Russian Tsardom and the Ottoman state are also studied.
