All of the social structures are determined by internal and external factors, and the political institutions are the pivot institution among the other social institutions. Political institution, decision makers, and elites of the decision making mechanism in Türkiye are not seem homogeneous in their opinions, especially on the "Proposal for a Council Decision", of Commission of the European Communities, dated on 8.11.2000. In this article, this proposal, Explanatory Memorandum and its annex "Turkey: 2000 Accession Partnership" are discussed.

Turkish Republic has been founded as a democratic, secular and juridical state possesing a uniform character basicaly. However, it unfortunately owns a caorse bueraucratic structure which prevents the progress of the country in social, cultural and economic fields. Türkiye is obliged to reach the present century by achieving the fundamental improvements in all areas. Especialy, during the last 30 years, our country has displayed a significant progress in both education and science and it possesses the educated individual potential required to reach the age of knowledge. It is supposed to use its sources and possessions most faverably without wasting them. Otherwise, it will be unavoidably left behind the century, we are living in.

İsmet İnönü Döneminde Bakanlar Kurulu Kararı ile Yasaklanan Yayınlar (1945-49) / The decision of Cabinet on the forbidden publications during the presidency of İsmet Pasha 1945-1949

This study examines the cabinet decision on the forbidden publications during the presidency of İsmet Pasha (1945-1949). The study is based on the forbidden publications; newspapers, periodicals, leaflet, and the others. Also the study seeks to examine Turkish Government's sensibility towards the publication's views, report and comments on Turkish foreign and internal policy. Finally this paper try to pointed out the cause of the censorship between 1945 and 1949.

    Hıyanet-i Vataniye Kanunu ve İstiklâl Mahkemelerinin Hukukî Boyutu / The Law of Territorial Treachery and the Legal Dimension of Independence Courts

The Turkish nation who did not submit to the rules of Mudros Armistice responded it by an uprising led by Mustafa Kemal. This uprising movement was begun by the management of the legitimate representatives of the Nation after the opening of the Grand National Assembly (GNA). It was impossible to war against the forces of occupation, to establish the domestic authority and to accomplish the formation of the GNA, unless the war in the country was suppressed and the question of national security was solved. The years of the National Struggle were extraordinary. It is an indispensable fact that managing the difficulties in those extraordinary times could not be possible with ordinary measurements. The GNA enacted the first extraordinary law so called the “Law of Territorial Treachery” which was proposed by Mehmet Şükrü Bey. The Assembly defined the crime of treachery on the basis of the following aims: to rescue the Caliphate and the Sultanate and to earn the territorial sovereignty. The Assembly gained its legitimacy by the help of these aims.

    Fener Rum Patrikhanesi ve Heybeliada Ruhban Okulu Meselesi / Fener Orthodox Patriarchate and the Issue of Heybeliada Priest School

This article examines the efforts of the Fener Orthodox Patriarchate to ecumenique and its efforts for the re-inauguration of Heybeliada Priest School that was closed in accordance with the decision of the Constitution Supreme Court in 1971. The relationship between the Patriarchate and the Priest School is also studied. In addition, whether the Priest School can be re-inaugurate or not within the framework of the effective laws and the conjuncture has been discussed.

    Atatürk İnkılâbının Yerleşmesinde Halkevlerinin Rolü / The Role of The Halkevis (People's Houses) in the Establishment of the Reforms of Atatürk

The Halkevis (People's Houses), which were established in 1932 in order to firm up the basic principle of Republicanism, aimed at giving education to people through their 9 separate branches until 1951. The Halkevis carried out some important functions such as teaching reading and writing to the citizens, expressing and inculcating the reforms by the help of drama and most importantly getting the people to possess the language and the historical reform. The Halkevis, which were abolished as a result of the quarrel between the Republican Public Party and the Democratic Party after the period of multiparties, had been very influential institutions that had fulfilled the social and cultural needs which are still valid today to inculcate the democracy.

    Kırgızistan'da Bağımsızlık Sonrası Millî İdeoloji Arayışı / The Search for a National Ideology after the Independence in Kirghizistan

The proposals related to the searches of ideology, which were submitted after the independence in Kirghizistan, are held in this study. The idea that the Kirghiz can create a national ideology by turning back her origin is placed into the center of the study. It investigates the place of ‘Teηircilik' in the Kirghiz philosophy.

    Mercanî'nin Yetiştiği Muhit İçinde Avrupa'nın Tesiri  / The Effect of Europe on the Place where Mercani grew up

In this study, while the foreign effects which were effective on the renovation and modernisation movement in the cultural and civilisation life of the Turkish-Tatar world since the 19th century were mentioned with their basic lines, the emphasis was put on the effects which especially came from the Western Europe. Some Western European scholars such as Ch. M. Fraehn, K.T. Fuchs, Edward Torelli and W. Radloff came to Kazan, the center of the renovation movement, and they played important roles in the development and improvement of Turkish-Tatar culture and civilisation with their active scientific studies and social activities. They also accelerated the renovation movement by co-working with the Tatar elite-intellectual class.

    Tanzimat Reformları ve Osmanlı Yahudi Toplumu / The Tanzimat Reforms and the Ottoman Jewish Community

    The purpose of this study is to examine the influence of the Tanzimat reforms on the Ottoman Jewish community. It argues why the Jewish communities became exposed to social renovation caused by the Tanzimat reforms later than the other non-muslim subjects. In conjuction with the subject, some topics such as the Ottoman Jewish community organization and Jewish relationship with the Ottoman state are also studied.

There are various opinions on the question of ‘with which Turkish tribes the Karahanlı Turkish State has ancestorial links'. The origin of the Karahans and the name of ‘Karahan' are explained in this study. The different opinions are held and the role and importance of the Karahanlı State in the formation of the Türgiş are investigated.

he researches on the languages and oral literatures of the Turkish communities living in Siberia trace back to the 19th century. The tradition of telling epics does not reveal so much differentiation among these communities in which especially the epic type has been developed mostly. Epics in all Siberian Turkish communities are sang with a special voice coming through breast or larynx and with a rhythm of music, called kay. The number of the common epics in the Turkish communities living in Siberia is also very high. In this article, the Shor and Altay variants of Altın Ergek (Golden Ergek) are studied. The Shor variant of Altın Ergek is held in this part of the article.

The birth and development of caricature have followed a parallel path with the process of the fundamental structural change beginning with the Renaissance and the Reform movements in Europe and continuing with the events such as industrilization, urbanization, foundation of national states, etc. Caricature which was composed of distorting and making ridiculous of the picture lines for long years, has gained its original and abstract style with the ‘caricature without writing' after the World War II.

The Lousanne Peace Treaty, like many of the historical problems, was also the critical point with reference to the Armenian problem. Although there was not any condition directly connected with the Armenian in this treaty, it has been clearly known that this has been a subject matter of Turkey and certainly of the Europeans as well. Moreover, we cannot mention that the Europeans abandoned the Sevres treaty at all. Therefore, the Armenian problem has always been put on the agenda with a great or little importance during the history.

    Siberuzayda Fransız-Ermeni Cemaatinin "Soykırım" Söylemi Üzerine Bir Deneme / On the 'genocide' Discourse of French-Armenian Community in Syberspace

In this article, the appearance of the discourse of the French-Armenian community in cyberspace is studied. The meaning and description codes on which this discourse is based are analysed in terms of the context of discourse, textual reality and opposite reality fact which was produced against this reality. After the description of the French-Armenian community, the acceptance process of the proposal of ‘genocide' act which was passed through in both the National Assembly (in May 1998) and then the Senate (in November 2000) was followed in site publications of this community. The reaction of the community and the government's approach are also evaluated in this study.

After the Armistice of Mudros, Armenian and Rum minorities having provided the support of Occupation Forces in Istanbul increased their activities against the Turkish people. Particularly, Armenians kidnapped some orphan and homeless Turkish children by preparing spurious documents in order to increase their population. When these children separated from their families were sent to the Armenian Churches, their names were changed. Commissions of Entente Powers also acted in favour of the Armenian. In this article, the situation of the Turkish children kidnapped by some Armenians and the efforts of the Police in Istanbul to take them back will be explained with reference to documents.

Since the foundation of UNESCO in 1946, a series of decisions were made to prevent the damage to the works of culture and art. During the war between Azerbaijan and Armenia, the Armenians destroyed many works of art and culture such as castles, mosques, mausoleums, fountains, museums, libraries, theatres, etc. The government of Azerbaijan submitted a comprehensive report on this subject to the representatives of UNESCO and has been expecting them to do the requirements. In this article, the subject of preventing cultural heritage is investigated in the frame of the situation in the lands of Azerbaijan which was invaded by the Armenian after the war between Azerbaijan and Armenia.

It has been seen that researchers and state managers have different opinions about population. The aim in general is to determine the effect of population as a national power element. The population is an indispensable element of the national power from family to the state organizations. This situation reveals much importance for the countries like the Turkish Republic of the Northern Cyprus which has limited population. In this sense, the demographic evaluation of the Turkish Republic of the Northern Cyprus should be carried out correctly and the strategies depending on these evaluations should be determined. In this study, the demographic situation of the Turkish Republic of the Northern Cyprus and its reflection in the international relations will be held.

    Yeni Bir Oluşum: Dünya Uygur Gençler Kurultayı / A New Formation: The Congress of the Uighur Youth of the World

The history of struggle of the Uighur Turkish people living outside of the Eastern Turkistan and the stage which has been arrived at today were explained in this article. Furthermore, the activities of the Congress of the Uighur Youth of the World which was formed by the Uighur young people in this struggle living in different regions of the world, their Third Congress which was held between the 12th and 16th of November in Tallinn, the capital city of Estonia, and the decisions made at this Congress will be given in this study.
