The Unmaterialized Gas Projects Of Turkmenistan

As the result of the decision taken by Russia in 1993, Turkmenistan prepared "Plan on the Development of Oil and Gas Sectors until 2020". They indicated the improvement of current natural gas system, enlargement of domestic gas lines and lastly transfer of the natural gas to world market as the major priorities of the Plan. In keeping with the Plan, Turkmenistan wanted to gain its full economic independence, to regulate domestic social order and to occupy a place in World Politics. Although most of the states urgently needed Turkmen natural gas for their industrial infrastructure, the plan became unsuccessful. First of all the Turkmen officials did not prepare the Plan in the light of realist variables. They displayed reluctant behavior on the subject of implementing the projects. Lastly they disregarded the external factors, such as regional ethnic conflicts, tension among the United States, Russian Federation and Iran, Caspian Sea Continental Shelf Case. However this consequence does not mean that the gas pipeline projects mentioned in the Turkmenistan Plan would not be constructed.
